The Jan. 12 earthquake, and reports of an American administration newly sympathetic to undocumented Haitians, has breathed new life into the shady world of Cap-Haitien boat builders who promise to make the dream of life in America come true. The newly desperate are arriving in large numbers and many of them have a plan to escape.
