Thinning the nuclear ranks
Russia and the U.S. have been reducing their nuclear arsenals for two decades, and the new arms treaty will limit each side to 1,550 warheads within seven years of the date the treaty goes into effect. Each side may determine whether the remaining warheads are deployed on submarines and bombers or in silos.
