Here are some of the items that will be discussed Monday.
MASTER PLAN CHANGE
On Feb. 5, 2001, the City Council approved a preliminary master
plan amendment to allow the expansion of South Coast Plaza Town
Center.
C.J. Segerstrom & Sons wants to change the preliminary master plan
for an area referred to as the Segerstrom Town Center, which includes
the area north of Anton Boulevard, with the exception of the two
Orange County Performing Arts facilities, South Coast Repertory and
the museum site.
Paul Freeman, representing the Segerstroms, proposes to change the
preliminary master plan without affecting the existing General Plan
and the North Costa Mesa Specific Plan. The allowable building area,
floor area ratio and morning and evening peak hour trip budgets will
not be exceeded. The types of uses will be relocated within the area,
but remain unchanged.
WHAT TO EXPECT
Staff recommends approval of the preliminary master plan.
“It’s not controversial in the fact that it’s a preliminary plan
and everything has to come back to the council at some point and
their initial take for traffic is under what’s already allowed,” said
Mayor Gary Monahan.
CHANGE TO HOME RANCH DEVELOPMENT AGREEMENT
Second reading of the ordinance passed on Sept. 2 that confirmed
that C.J. Segerstrom & Sons and the city have made good faith efforts
to comply with the provisions and conditions of the Home Ranch
development agreement.
Two changes were also approved on Sept. 2.
The city can now use funds paid by the Segerstroms toward traffic
improvements required by the project beyond the General Plan as
matching funds to receive grant funding for other circulation
improvements throughout the city. And the $200,000 that the
Segerstroms were originally going to contribute for the relocation
and renovation of the Huscroft House will now be used for another
public purpose that both parties agree on.

Staff recommends adopting the ordinance.
