Fountain Valley City Council Wrap-up

ISSUE: EPHEDRINE SALES

Vote: 5-0

Summary: The City Council repealed its ordinance making it a

misdemeanor to purchase more than three packets of ephedrine drugs, found

in sinus and cold medicine. The city ordinance was superseded by state

law that mandates the same regulations.

ISSUE: MILE SQUARE PARK LEASE

Vote: 5-0

Summary: City Council approved the addition of 23 acres to its leased

property at Mile Square Park on Tuesday.

The property, owned by Orange County, will be used to add more

recreational facilities. The city is considering building four soft ball

fields, three soccer fields, a skateboard park, a restroom and concession

building, and parking facilities. This expansion of the recreation area

is expected to meet the needs of the 230,000 annual visitors.

The proposed project costs are estimated at $8 million, which will

cover the new development on the 23 acres and improvements to traffic

circulation, parking and aesthetics of the existing 55 acres. Funding

will come from state and federal government grants, the city’s Agency for

Community Development and the general fund.

ISSUE: COUNTY BANKRUPTCY

Vote: 5-0

Summary: Council approved measures to close the matter with the county

regarding the Orange County bankruptcy of 1995. The city will recover

94.5% of the funds lost during the bankruptcy, a total of $5,916,302.65.

ISSUE: CORDATA PARK CONTRACT

Vote: 5-0

Summary: The council awarded Ortco Inc. a contract to build playground

equipment and surfacing material at Cordata Park. The current playground

is not accessible to physically challenged users. The equipment will be

replaced so it is compliant with proper guidelines and standards.

ISSUE: PARCEL MAP

Vote: 5-0

Summary: The city will accept a parcel map of the development on the

3.653-acre lot at the northeast corner of Mt. Hermann Street and Newhope

Street. Sakioka Farms, the owner, has allowed the city access to the

water lines, sanitary sewer systems, streets, and storm drain systems.

The city will also accept the fees for the annexation of the drainage and

sewage systems, map checking and map recording, which total $14,067.

ISSUE: EMERGENCY CARE

Vote: 5-0

Summary: The council continued its contract with Care Ambulance for

another year following a report from Fire Chief Barnard Heimos, who said

the company has met the city’s requirement of arriving at the scene of an

emergency within eight minutes 85% percent of the time.
