ABC appeals indecency fine

Walt Disney Co.’s ABC appealed a $1.2-million indecency fine imposed by the Federal Communications Commission over the 2003 broadcast of an episode of “NYPD Blue” by the network and its independently owned TV affiliates.
The FCC fined ABC over a scene that showed an actress’ “naked buttocks in a graphic and shocking manner,” the agency said.
The agency, in considering broadcast indecency, reacts to viewer complaints. ABC said in a Feb. 11 filing that the agency failed to establish that all those complaining had seen the show. ABC said it paid the fine so that it could appeal.
