A new contract giving about 70 union city employees a 3% cost-of-living raise takes effect next month, City Manager Don Vestal said. The contract with the Westminster Municipal Employees Union, Local 1734, approved by the City Council earlier this month, also gives employees a lump sum payment of $1,000 and a second increase in January 2000. The contract expires June 30, 2000.
