A $15,000 reward has been offered for information leading to the arrest and conviction of Jesus Ruelas’ killer, the Police Department’s Rewards Committee has announced. On Aug. 23, officers found the 19-year-old lying in the frontyard of a residence after neighbors reported shots fired in the vicinity of Francis Avenue and Warne Street.
