The City Council tonight will consider banning all aerial commercial balloons that advertise a business. Officials want to limit the balloons to those attached to buildings, not tethered. The meeting is at 6:15 in the Police Community Room, 60 Civic Center Plaza, next to the Police Administration Building. Information: (714) 647-5200.
