The City Council approved plans for the downtown artists’ village at a meeting this week. The project, at East 2nd Street between Main and Spurgeon, includes studio-apartments for artists who want to live and work at home. The price for these apartments will be about $200,000. The motion received five “yes” votes with Mayor Miguel A. Pulido Jr. and Councilman Ted R. Moreno abstaining.
