Death Sentence Urged for Man Who Killed Niece

LONG BEACH — After two days of deliberations, jurors recommended a death sentence Friday for Eloy Loy, who was convicted last week of sexually assaulting and murdering his 12-year-old niece.
Loy, 47, was found guilty of murdering Monique Arroyo, with a special circumstance allegation that he committed the crime “during a lewd and lascivious act on a child under 14.”
The sixth-grader’s nude body, wrapped in a blanket, was found in a Wilmington field near her home three days after she disappeared in May 1996.
Loy, who also used the name David Garber, was charged with murder July 8 of that year after going back to prison for violating his parole on rape convictions. He had been staying with a brother in Long Beach when the girl was reported missing.
Detectives used DNA evidence to link Loy to the murder. Formal sentencing is scheduled for Jan. 8.
