* GTE California of Thousand Oaks won a $3-million contract from Tinker Air Force Base in Oklahoma for commercial communications services.
* Rockwell Science Center of Thousand Oaks won a $1.2-million contract from Langley Research Center in Hampton, Va., for research and development.
* Rockwell Science Center of Thousand Oaks won a $391,917 contract from Langley Research Center in Hampton, Va., for research and development.
* 3 Com Corp. of Santa Clara won a $109,416 contract from the Navy in Port Hueneme for guardian maintenance services.
* Adobe Co. of Ventura has been granted a contract for $8,117 from Ventura County to prevent erosion at the Arroyo Simi Wetland Development. The project, just east of Hitch Boulevard and south of Los Angeles Avenue, involves placing an erosion control mat on the northern slope of the wetland development.
