A summary of selected City Hall actions this week affecting central Los Angeles.

CITY COUNCIL

* CRENSHAW BUILDING: Awarded a $1.2-million low interest Housing and Urban Development loan to 5401 Associates, Limited Partnership, for the purchase of land and construction of a 27,749-square-foot single story office building at 5401 Crenshaw Blvd. The building will house the state Employment Development Department, which will provide job training and placement services and process unemployment and disability insurance claims. The office will provide about 90 permanent jobs, 70 of which will be transferred from a temporary office at 14th and Hill streets.

* SCHOOL WORK: Authorized the Community Redevelopment Agency to give $200,000 to the Los Angeles Unified School District for improvement and expansion of Ninth Street Elementary School, 820 S. Towne Ave.

* BUILDINGS FIXED: Removed several properties from the city’s Rent Escrow Account Program (REAP), which is designed to encourage landlords to quickly repair and better maintain their buildings. Once a building is placed into REAP, the tenants’ rent payments are placed in a city account; the city keeps $50 of every rent payment and the remaining money is turned over to the landlords once repairs are made. The following is a list of properties removed from REAP and the problems that were corrected: 317-319 W. 52nd Place (plumbing and gas violations), 947-949 N. Vendome St. (cleanliness and stairway violations), 1419-1421 1/2 S. Bronson Ave. (heating violations), 1226-1232 N. Hoover St. (electrical violations), 933-935 1/2 W. 79 St. (heating violations), 208 S. Rampart Blvd. (electrical violations).

* STREET CLOSURE: Approved street closures for a sidewalk sale to be held Feb. 3-5 by the Lincoln Heights Chamber of Commerce. The following streets will be closed from 9 a.m. Feb. 3 to 7 p.m. Feb. 5: North Broadway between the Golden State Freeway and Lincoln Park, Daly Street between Broadway and Avenue 26, and Pasadena Street between Avenue 26 and Avenue 29.

* EL SERENO YOUTH BASEBALL: Approved $250 to assist the El Sereno Youth Baseball Organization.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues.

* HOTEL REHABILITATION: Authorized the Community Redevelopment Agency to provide an additional $175,00 loan to Norbo Hotel Partners, Limited Partnership, to be be used for the rehabilitation of the single-room-occupancy Norbo Hotel at 526 E. 6th St. The agency has already provided $3.19 million in loans toward hotel quake rehabilitation. Passed 11-0. Voting yes: Mike Hernandez, Jackie Goldberg, Nate Holden, Mark Ridley-Thomas, Rudy Svorinich Jr., Rita Walters.

* CORRECTION: In last week’s journal, Walters was incorrectly listed as having voted yes on a city policy favoring gambling aboard cruise ships, which she opposes.
