No Concessions Vowed in Trade Talks: The government said it refuses to make concessions in trade talks with the United States next week even though it hopes the negotiations can avert a trade war. Last month, the United States suspended 18 months of talks on improving China’s protection of intellectual property rights and started action to impose tariffs on $2.8 billion worth of Chinese goods. The sanctions will take effect Feb. 4 if the two sides fail to reach accord. China has responded with its own sanctions threat.
