ARTESIA : City Elections Moved to Odd-Numbered Years

The City Council has changed municipal elections from even- to odd-numbered years to avoid a conflict with earlier state presidential primaries.
The five council members will serve an additional 11 months as a result of the new election timetable, but they voted to waive their monthly $400 stipends and $150 car allowances during their extended terms.
The municipal elections will be moved from April, 1996 to March, 1997. Seats held by Mayor Isidro S. Menezes, Mayor Pro Tem Robert J. Jamison and Councilman Ronald H. Oliver will be on the ballot. The local election for April, 1998, moves to March, 1999, when council seats occupied by Timothy J. Kelemen and John Lyon will be on the ballot.
The measure passed by a 3-2 vote.
City Atty. Steve Dorsey said working without pay may be illegal because state law prohibits council members from adjusting their salaries while in office. Because the council will be working for free, however, the move is probably acceptable, he said.
