Newport Beach
City Council meeting
When: Today, 7 p.m.
Where: 3300 Newport Blvd.
What: The council will consider nominations to fill two seats on the Planning Commission. It will also attempt to fill vacancies on the city’s Bicycle Trails and Harbor Quality advisory committees. Also scheduled is a public hearing on an Irvine Co. plan for the Newporter North housing development, a 173-home project to be built on 89 acres at 1501 Jamboree Road, north of John Wayne Gulch. Discussion of plans to renovate the intersection of Newport Boulevard and Coast Highway--put on hold at the council’s Dec. 12 meeting because of financial uncertainty generated by the county investment crisis--are scheduled to resume. The council is expected to finalize an ordinance that will create a progressive fine schedule for multiple police calls to loud parties. It is also expected to award a contract for ambulance services and modify regulations governing pier fishing. The council will also convene in a 5 p.m. closed session for an update on the ongoing county bankruptcy and contract negotiations with city employee unions.

Cypress
City Council meeting
When: Today, 7:30 p.m.
Where: City Council chambers, 5275 Orange Ave.
What: A long-proposed ordinance that would put some controls on news racks is scheduled to be presented and discussed. Complaints about adult magazines and flyers in some news racks prompted council interest in seeking some type of controls.
Mayor Cecilia L. Age said the news rack situation has been under criticism for about three years. She said a delay in getting a proposed ordinance occurred because the city needed to research the issue and craft a proposal that does not infringe on constitutional free speech and free press guarantees.

Laguna Hills
City Council meeting
When: Tuesday, 7 p.m
Where: Council Chambers, 25201 Paseo de Alicia, Suite 150
What: The council will consider three different plans to renovate Stockport Park. Council members will be choosing benches, lights, picnic tables, a drinking fountain and trash cans for the park at Stockport Street and Wilkes Place. The city has allocated $192,500 in this year’s budget to improve the park.
