Former Commerce Director Named Top Quackenbush Aide: Incoming California Insurance Commissioner Charles W. Quackenbush named as his chief deputy commissioner Kenneth L. Gibson, a Sacramento consultant and former director of the state Commerce Department. Gibson, 52, is a senior consultant on transportation, manufacturing and construction at Nelson & Lucas Communications, a Sacramento public relations firm.
