SIMI VALLEY : Judge Dismisses Suit Against Police Officer

A former Simi Valley police lieutenant did not falsely arrest a fellow officer in connection with a rape investigation two years ago, a Ventura County judge has ruled.
Superior Court Judge William Peck dismissed Paul Nolan’s lawsuit against Simi Valley police and former Lt. Robert Klamser.
Peck ruled Thursday that Klamser had probable cause to arrest Nolan on Nov. 18, 1992, in connection with the alleged 1989 rape of a Simi Valley woman.
The woman told authorities that Nolan responded to a call to her house June 18, 1989, then returned later to the home and raped her. Nolan was charged with one count of rape but not prosecuted because the victim refused to testify in court, prosecutors have said.
Nolan was fired in December, 1992--one month after his arrest--because of complaints that he was too aggressive and unprofessional, court records say.
