Envoy to Germany Choice for State Dept. Position

ST. LOUIS — President Clinton plans to nominate Richard Holbrooke to be assistant secretary of state for European and Canadian affairs. Holbrooke has been U.S. ambassador to Germany for less than a year. The White House announced the nomination Friday as Clinton traveled in Missouri.
