Victor E. Opincar has been elected president of the Institute for the Advancement of Engineering, a California nonprofit professional engineering society. Opincar is regional vice president of Boyle Engineering Corp., overseeing all activity in Los Angeles and Orange counties and the Inland Empire, and is also in charge of the corporate marketing department.
