New Publisher for Chicago Tribune: Tribune Co., owner of the newspaper, said Jack Fuller, 47, will become its publisher. He succeeds John Madigan, 56, who had been publisher since August, 1990. Madigan has been named president and chief operating officer of Tribune Co. Fuller served as editor from 1989 until he succeeded Madigan as president and chief executive of the company in September, 1993. Tribune Co. also operates broadcast stations and produces entertainment programs.
