Chenchayya T. Bathala has been appointed director of water resources at Holmes & Narver Inc., an Orange engineering, architectural and construction services firm. He was formerly senior supervising engineer responsible for water resources and highway drainage work at Parsons Brinkerhoff Quade & Douglas.
