Head Start to Undergo a Thorough Review

WASHINGTON — A top-to-bottom review of Head Start will be conducted by a committee of government officials and outside experts who will recommend ways to improve quality as the preschool program expands, Health and Human Services Secretary Donna Shalala said Wednesday.
The Clinton Administration wants to increase spending on Head Start by $14 billion over five years and make the program full-day and year-round, but has acknowledged problems with quality.
