WASHINGTON — House Democrats declined Wednesday to punish the subcommittee chairmen who failed to support President Clinton’s tax package.
About 80 of the 257 House Democrats had signed a petition demanding the ouster of 11 subcommittee chairmen who failed to support Clinton’s tax plan late last month.
But Speaker Thomas S. Foley (D-Wash.) and other party leaders argued that no single vote should be a litmus test.
