White House Deputy Chief of Staff Mark D. Gearan will become communications director as part of the continuing staff reorganization, White House sources said. Gearan, 36, whose new role could be announced today, is to succeed George Stephanopoulos, who is moving into a new role as President Clinton’s senior adviser. Gearan will brief reporters, but not daily, the sources said.
