Man Seized in Burglary When He Can’t Hack It

WEST HARTFORD, Conn. — A 19-year-old man was arrested on burglary charges as he waited outside an apartment building for the taxi he had summoned, police said.
Capt. Russell P. Hughes said William Payne complained to arresting officers that he had called a cab company four times but that no taxi arrived. Hughes said Payne also told police that he had gotten stuck in a doorway while attempting to enter an apartment. Police were alerted by neighbors who heard noises.
Payne, of Hartford, was charged Monday with second-degree burglary and credit card theft, police said. He was scheduled to appear in Superior Court on Jan. 15.
