Colombia rejected a U.S. request for the extradition of reputed cocaine kingpin Jorge Luis Ochoa, and he may soon be released from prison in Bogota. Claiming Ochoa’s Medellin cartel is responsible for 80% of the cocaine in the United States, U.S. officials sought his return to face narcotics charges. But Justice Minister Enrique Low Murtra ruled that no Colombian is subject to extradition here because there is no standing treaty between the two countries. Ochoa currently is serving a 20-month prison term for a customs violation involving fighting bulls.
