President Reagan will sign a far-reaching free-trade pact with Canada on Jan. 2, but legislation to carry out the agreement may not be submitted to Congress until well into 1988, U.S. trade officials suggested. The officials, who briefed reporters on condition of anonymity, said they preferred an earlier submission date but cited a disagreement over timing with congressional leaders. The 220-page final version of the document would take effect Jan. 1, 1989 and would gradually eliminate all tariffs between the two countries, the world’s largest trading partners.
