“Down to Earth,” a one-hour dramatic comedy from Grant Tinker/Gannett Entertainment, got the green light from ABC Entertainment this week--the network’s first series commitment for the 1988-’89 season. Executive producers Gordon Dawson (“The Rockford Files”) and Michael Kozoll (co-creator of “Hill Street Blues”) created the new series about a team of observers from another planet sent to study Earth and its people.
