U.N. Secretary General Javier Perez de Cuellar ended negotiations with Iranian and Iraqi officials on implementing a cease-fire in the seven-year-old Persian Gulf War with no sign of progress, officials said. Perez de Cuellar is expected to report the two countries’ positions to the 15-nation Security Council today, which will then have to decide on the next move. Foreign Minister Tarik Aziz told reporters that Iraq is ready to stop fighting and accepts the Security Council’s July 20 cease-fire resolution without any conditions.
