National Medical Enterprises, a health-care services company, announced the promotion of Raymond L. Mathiasen, 44, and Paul J. Russell, 42, to corporate senior vice presidents. Mathiasen, who previously served as a vice president in the finance department, becomes senior vice president of corporate finance and accounting. Russell, formerly vice president, was named senior vice president of corporate communications.
