Nicaraguan Contras proposed a 36-hour truce to begin Monday as a step toward a permanent cease-fire with the Sandinista government, but President Daniel Ortega immediately rejected the offer. The Nicaraguan Resistance, the rebels’ umbrella organization, said from Costa Rica that if the Sandinistas accept a truce beginning noon Monday, the Contras would agree to a Christmas cease-fire from Dec. 22 to Jan. 6. But, in rejecting the offer, Ortega told reporters that the United States should be involved in such an agreement. Ortega also again rejected direct talks with the Contras.
